Special education advocate

SHANA PARVER HALVORSEN, J.D. Special Education Consultant, Advocate & Coach

Shana is a special education advocate, consultant activist, executive function coach, former attorney, certified high school teacher, and a neurodiverse Mom of a student with disabilities.   


She moved to Houston by way of Boston, MA in 2015, and has worked tirelessly with other advocates, activists and moms to get educational special needs met for families and students in Houston. 


Shana puts her hard earned knowledge and experience to work by passing it on to others.  Every day in Texas, there are hundreds of children falling through the cracks of the education system.  She believes this can change if more families understand their rights to a special education.


She hopes to work herself out of a job with as many families as possible, by teaching along the way and creating strong self-advocates for life.

  • Current Governor Appointed member of the Texas Council for Developmental Disabilities
  • Formed a committee to educate the school district on ways in which the special education system was failing students
  • Started online group to educate other families on how to advocate for themselves
  • Lobbied at the state level for policy change that could make a difference
  • Has attended countless trainings, conferences, and webinars with groups such as:

  • Collaborated with the HISD Board of Trustees for 18 months as a member of their Special Ed Ad Hoc Committee to draft policy and make changes in the school district
  • Served on the Office of Special Education Services advisory committee 
  • Graduated from the Texas Council for Developmental Disabilities "Partners in Policymaking" program of advanced advocacy to create system-wide change
  • Completed the TEA LoneStar Governance Training
